Cant really help with any referrals, though I can say tha ton our assets, the lap joints suffer way more issues than weld neck joints. The image below is of a 14" flange and is the type of thing that can happen. On the plus side, with the split flanges from people like Marzolf, they are quite easy to repair.

I could use a referral to any previous MTI threads or industry publications (i.e. PVP papers) related to failure modes of lap joint stub end flanged connections? Discussions between selecting weld neck raised face versus stub end lap joint are a recurring theme as we plan for turnarounds or daily maintenance repairs.
